The New Mexico Department of Transportation estimates that about 30% of crashes are caused by drivers using a cell phone. But they only have concrete information of two crashes in all of last year caused by using the phone. Most victims will not admit to phone usage after a crash, and the police can only check logs for texts and calls, not using Facebook or other apps the new smartphones have.
