Charges have been filed against a Colorado man who killed two pedestrians while driving while distracted. According to police reports he was using his cell phone. Neighbors say that the maximum sentence of three years does not equal the crime of having killed two people. In Colorado vehicular manslaughter is a misdemeanor.
